Persons with disabilities using a wheelchair have access to the following:

  • the National Assembly's main entrance on Šubičeva Street 4, the Reception, and the wheelchair lift;
  • the Small Hall and the lobby thereof on Šubičeva Street using a wheelchair lift; in the lobby of the Small Hall there are also toilet facilities for persons with disabilities;
  • the ground floor of the National Assembly and the standard lift by means of the wheelchair lift located on the stairway to the left of the lobby of the Small Hall;
  • the first floor, the lobby of the Great Hall, the Great Hall of the National Assembly, and the Press Centre by means of the standard lift located on the ground floor;
  • the third floor by means of the standard lift located on the ground floor and to the lobby of the balcony, and the balcony of the Great Hall by means of the wheelchair lift.

The Great Hall of the National Assembly provides access to the podium to persons with disabilities using a wheelchair who are invited to a session or other event. There are reserved places for persons with disabilities in the Great Hall at the left and right entrances, just behind the deputy seats.

In the balcony of the Great Hall, two places for persons with disabilities using a wheelchair are located at the left entrance and two at the right entrance to the balcony.

Portable ramps intended to aid in overcoming slightly raised obstacles in the National Assembly can be installed upon prior request.

Toilet facilities equipped for use by persons with disabilities are located in the lobby of the Small Hall on Šubičeva Street.

The National Assembly does not have its own car park. The closest car park is just across the street in the underground garage beneath Trg Republike (Square of the Republic).

Persons with disabilities using a wheelchair can be assisted by an escort when entering the National Assembly and the individual areas thereof. When entering alone, they will be assisted by the staff of the National Assembly.

Blind persons may enter the National Assembly together with their guide dogs.

A hearing (induction) loop for persons with hearing impairments is installed in the balcony of the Great Hall of the National Assembly, enabling them to listen to the session. In the Great Hall and in all meeting rooms of the National Assembly there is also an FM system with a transmitter and four wireless receivers, which only function when the conference system is switched on in a particular meeting room.

Wheelchair lift

There are four wheelchair platform lifts located at various points in the National Assembly on Šubičeva Street 4. Wheelchair platform lifts are located:

  • on the left stairway of the main entrance to the National Assembly;
  • on the left stairway leading from the lobby of the Small Hall to the ground floor;
  • on the left main stairway leading to the third floor or the balcony of the Great Hall, on the mezzanine between the second and third floors (which may be accessed by means of the standard lift).

Use of the wheelchair platform lift

The wheelchair platform lift is fully automated. The lifting and lowering of the platform and safety handles is motorised. The button, which is easily accessible to users, includes all functions necessary for its operation. The platform lift operates by pressing the required button.

Wheelchair lift

The main power switch needs to be turned ON before use. Users must roll the wheelchair onto the platform facing forwards. Before going up, all brakes on the wheelchair must be locked. Only when the user is safely positioned on the platform can the lift be started by pressing the button. When the buttons UP or DOWN are pressed, the safety handle will be automatically put in the safety position. The platform automatically stops at intermediate and terminal stations. Upon leaving the platform, the platform lift should be raised into a vertical position, thus enabling other users to use the device.

In the event of danger or uncontrolled movement of the device, the user should immediately press the STOP button to stop the device. The platform also immediately stops when the safety handle or the lower safety panel hits an obstacle. The device continues moving up/downward only if the UP or DOWN button is pressed again. The device will continue to operate even in the event of an electrical wiring, switch, or steering equipment fault, so that it is still possible to exit therefrom.

It is not possible to call the device to another station when the platform lift is in the horizontal position. Before attempting to move an empty lift, any wheelchair must be completely removed from the platform, the seat must be put in the safe position, and the load-carrying part of the platform lifted to the vertical position.

The platform's carrying capacity is 225 kg and must not be exceeded.

Since December 2009, a hearing loop has been installed at the National Assembly enabling the hearing impaired to follow sessions and events from the balcony of the Great Hall by means of a universal hearing aid. A special FM system with a transmitter and four wireless receivers is also available to the hearing impaired invited to a session or events in the Great Hall of the National Assembly.

Equal conditions are also ensured to the hearing impaired in all National Assembly meeting rooms. An FM system with a transmitter and four wireless receivers that works with hearing aids is used therein. However, the FM system only works when the conference system is turned on in an individual meeting room.

Use of the hearing (induction) loop

The balcony of the Great Hall: When following sessions and other events from the balcony of the Great Hall, the universal hearing aid enables the hearing impaired to listen to the public address system by means of the hearing loop. With the aid of the hearing loop in connection with a hearing aid, they can easily follow the activities in the Great Hall. The volume of the hearing aid can be adjusted to the desired level by means of the volume button. The hearing loop only functions when the public address system in the Great Hall is turned on. When attending international events in the National Assembly, the hearing impaired may only hear the language transmitted over the PA system, and not interpretations. If the hearing aid of an individual with a hearing impairment does not support the hearing loop system, the expert staff of the Section for the Development of the Information System will provide them with regular headphones upon prior request.

The Great Hall on Šubičeva Street and other meeting rooms: the hearing impaired attending an event at the Great Hall may follow the session with the help of the FM system (transmitter + receiver). A person using a hearing device must install an FM receiver, which enables better audibility. The volume can be adjusted to the desired level by means of the volume button on the FM receiver.

 

Since 2002, pursuant to the Act on the Use of Slovene Sign Language and upon prior arrangement, the National Assembly has provided interpretation in Slovene sign language to everyone invited to meetings of working bodies or other events.

The Constitution of the Republic of Slovenia and the brochure of the National Assembly in Braille
In 2010 the first issue of the National Assembly's brochure in Braille was prepared in cooperation with the Association of the Blind and Partially Sighted of Slovenia. The publication outlines the history, competences, and manner of functioning of the National Assembly. It also includes a brief description of the legislative procedure and the activities of the working bodies. Furthermore, the parliamentary building, its history, and the architectural particularities of the interior and exterior are described therein.In 2011 the Constitution was also published in Braille.Thus, the National Assembly has proven that equal access to information for the blind and partially sighted persons is one of the essential and fundamental conditions for exercising the constitutionally guaranteed right to information, which enables participation in democratic processes and active citizenship.

The Constitution of the Republic of Slovenia in Braille

In case of an emergency requiring cardiopulmonary resuscitation, the Security Service, located at the main entrance to the National Assembly (through the door and on the left), has an automated external defibrillator (AED).

The publicly accessible portable electronic device is capable of automatically diagnosing life-threatening cardiac events and is able to treat them through the application of electricity, re-establishing an effective rhythm. The AED is designed to be used by laypeople. It relies on a series of audio and visual instructions to guide the user through the process. It gives passers-by the opportunity to start CPR long before the arrival of the emergency services, greatly increasing the chance of survival.

The house of democracy is open to all citizens. Wheelchair access is provided at the National Assembly, basic information for the blind and visually impaired is available in Braille, sign language interpreter services are provided for the hearing impaired, a hearing loop is installed in the balcony, and the use of the FM system is available in other areas.
