National Assembly Services

The services of the National Assembly are headed by the Secretary General of the National Assembly. Public employees in the services of the National Assembly perform specialised, administrative, and other activities and technical tasks that ensure the conditions for the work of the National Assembly.

Secretary General

The Secretary General is an official appointed by the National Assembly for the duration of its term on the proposal of the Council of the President of the National Assembly and the head of the public employees of the National Assembly. The Secretary General directs, organises, and coordinates the work of the services of the National Assembly and is responsible for determining the internal organisation of the services, their scope of work, and the job classification. Moreover, she carries out other tasks provided by regulations, the National Assembly Act, the Rules of Procedure of the National Assembly, and other acts of the National Assembly. The Secretary General participates in the Council of the President of the National Assembly. Furthermore, the Secretary General may propose for adoption to the competent working body a legal act that regulates in more detail the material and other conditions for the work of the deputies; when the Secretary General is not the proposer of such legal act, she may provide an opinion thereon. She is accountable for her activities to the National Assembly. The Secretary General has two deputies. After ceasing to hold office or in the event of early dismissal, the Secretary General must perform her office until a new Secretary General is appointed.

Office of the President of the National Assembly

The Office of the President of the National Assembly carries out professional, consultative, organisational, and technical and administrative tasks for the President and Vice-Presidents of the National Assembly.

Legislative and Legal Service

The Legislative and Legal Service is an autonomous and independent professional service of the National Assembly, which provides opinions on the conformity of draft laws, other legal acts, and amendments with the Constitution and the legal system, as well as on legislative and technical aspects of draft laws. It provides expertise for the formulation of the opinions or replies of the National Assembly concerning cases of constitutional review and the legality of acts before the Constitutional Court and delivers opinions on other issues in accordance with the Rules of Procedure of the National Assembly. The Legislative and Legal Service issues opinions and explanations concerning legal issues to the President of the National Assembly, the Secretary General of the National Assembly, and leaders of deputy groups. It prepares official and unofficial consolidated texts of laws and prepares final texts of laws to be published in the Official Gazette. The Head of the Legislative and Legal Service is appointed by the competent working body in the manner laid down by the Rules of Procedure of the National Assembly.

Office of the Secretary General

The Office of the Secretary General carries out technical and administrative tasks for the Secretary General and collaborates on and implements tasks within the scope of the Secretary General’s responsibility. The tasks of the Office of the Secretary General include, among others, providing legal advice, participating in public procurement and in the drafting of internal acts, and performing tasks related to the protection of personal data and public information. The Office also oversees tasks related to internal audit, the protection of classified information, and the implementation of physical and technical security measures.

Public Relations Office

The Public Relations Office provides information to the public about the work of the National Assembly and its working bodies, about the international and protocol events, provides the conditions for the work of media representatives, administers the website, issues publications, and communicates with various segments of the public.

Secretariat of the National Assembly

The Secretariat of the National Assembly performs professional, organisational, and administrative tasks related to the conduct of the sessions of the National Assembly and the meetings of its working bodies, to international activities and protocol, and to research and documentation activity. The Secretariat comprises the Operations Division and the Research and Documentation Division. The Secretariat of the National Assembly is managed by the Deputy Secretary General, who coordinates the work of organisational units within the Secretariat and substitutes for the Secretary General during her absence in accordance with the authorisations given by the Secretary General.

National Assembly Operations Division

The National Assembly Operations Division performs professional, organisational, and administrative tasks relating to work of the National Assembly and to the preparation of materials to be discussed at sessions. It is also responsible for arranging, preparing, and forwarding parliamentary questions and motions and the answers received. Moreover, it carries out tasks relating to the implementation of international activities of the National Assembly and protocol affairs. The National Assembly Operations Division comprises the Section for Preparing and Conducting Sessions of the National Assembly and its Working Bodies, and the Section for International Relations, Protocol and Translation.

Section for Preparing and Conducting Sessions of the National Assembly and Its Working Bodies

The Section for Preparing and Conducting Sessions of the National Assembly and Its Working Bodies performs tasks relating to the organisation and substantive preparation and conduct of sessions of the National Assembly and its working bodies. The Section also provides professional support and assistance to deputies in relation to foreign policy affairs and to participation in international meetings, conferences, and other events. The Section examines matters falling within the scope of individual working bodies and the National Assembly, in particular draft laws at all stages of the legislative procedure, other acts, and EU affairs. It prepares reports (on supplemented draft laws and acts), decisions, information, and other materials, it delivers opinions on the compliance with the formal mandatory elements of draft laws and acts, provides technical and administrative support in convening and conducting sessions of the National Assembly and its working bodies, and advises deputies on matters concerning the use of provisions of the Rules of Procedure of the National Assembly. It carries out tasks related to the work of the commissions and committees of the National Assembly established to monitor individual areas, and the commissions of inquiry. The tasks of the Section’s staff are therefore tailored to each individual working body. In addition to the Secretary and a clerk, each working body has one or more expert advisers, depending on the extent of the areas covered. The Section also carries out special tasks involving competences conferred upon the Commission for the Supervision of Intelligence and Security Services and the Commission for Public Finance Control by the Rules of Procedure of the National Assembly, the Parliamentary Supervision of Intelligence and Security Services Act, and the Court of Audit Act. Moreover, the Section performs tasks relating to the competences of the Commission for Public Office and Elections, which involve dealing with matters in connection with the status and personnel issues of deputies and other officials, keeping their personnel registers, and with providing material conditions for the work of deputies. Additionally, the Section performs tasks pertaining to the work and the exercise of powers of the commissions of inquiry in accordance with the law and the Rules of Procedure on Parliamentary Inquiry and provides expertise for the work of the commissions.

Section for International Relations, Protocol, and Translation

The Section for International Relations, Protocol and Translation provides expert assistance to the President of the National Assembly, permanent delegations, and parliamentary friendship groups. It oversees the technical implementation of the National Assembly’s international activity, conducts the National Assembly’s protocol activities, and provides interpreting, translation and translation editing services from foreign languages into Slovenian and vice-versa.

Research and Documentation Division

The Research and Documentation Division is the National Assembly’s research, information, and library service. The Division provides a range of services to deputies and staff of expert services including legislation screening, analysis, policy formulation, and the use of various materials. The Research and Documentation Division comprises the Research Section and Documentation and Library Section.

Research Section

The Research Section draws up research studies and reports on the work of the National Assembly, cooperates with other parliaments by drawing up replies to international questionnaires, carries out the National Assembly’s Research Programme, and prepares various publications and development projects.

Documentation and Library Section

The Documentation and Library Section provides library and documentation services, the editing of verbatim records of National Assembly sessions, proofreading, and language consulting.

Directorate

The Directorate performs auxiliary professional-technical and other tasks required for the work of the National Assembly’s three divisions: the General Affairs Division, the Information Division, and the Operational and Technical Division. It is headed by the Deputy Secretary General – Director, who coordinates the work of the Directorate’s organisational units and substitutes for the Secretary General during her absence in accordance with the authorisations given by the Secretary General.

General Affairs Division

The General Affairs Division formulates systemic solutions regulating financial, personnel, and other organisational issues. It comprises two sections: the Organisation and Personnel Section, and the Finance and Accounting Section.

Organisation and Personnel Section

The Organisation and Personnel Section provides personnel and work organisation services involving personnel planning, drafting general and specific acts, implementing employment procedures, keeping personnel records, exercising employment rights and duties, organising training courses, carrying out tasks relating to safety and health at work, arranging compulsory placement of secondary-school and university students, and other contractual work. The Organisation and Personnel Section also carries out other tasks that ensure the conditions for the work of deputies (expert assistance to inquiry and expert commissions, education).

Finance and Accounting Section

The Finance and Accounting Section carries out financial and accounting tasks and prepares the basic positions for the financial plan and the annual business report, as well as the annual financial statements.

Information Division

The Information Division formulates and implements development programmes relating to IT and AV technology, document management, verbatim transcriptions, and document distribution and printing. The Information Division comprises the Section for the Development of the Information System, the Materials and Mail Section, the Operator Service, and the Printing Service.

Section for the Development of the Information System

The Section for the Development of the Information System is responsible for the development, management, and maintenance of information systems and technologies, for IT support to the legislative procedure and other processes, and for AV support to sessions and other events held at the National Assembly.
Matjaž Zadravec (Head of Section)

Materials and Mail Section

The Materials and Mail Section is responsible for the receipt, processing and delivery of incoming and outgoing documents concerning the legislative and general procedure, and for preserving documentary and archive material.
Gordana Černe (Head of Section)

Operator Service

The Operator Service is responsible for writing, editing and processing the verbatim records of sessions of the National Assembly and meetings of its working bodies and other events.
Jela Jelič (Head of Section)

Printing Service

The Printing Service is responsible for the graphic design, editing, printing, and distribution of documents. It also oversees the destruction of protected documents and documents containing confidential information.

Operational and Technical Division

The Operational and Technical Division is responsible for the public contracts and procurement, it provides investment and maintenance works, catering, transport services, and reception and telephone services. The Operational and technical Division comprises the Improvements and Maintenance Section, the Catering Section, the Transport Section, and the Reception and Telephone Services Section.

Improvements and Maintenance Section

The Improvements and Maintenance Section is responsible for planning, organising, and coordinating ongoing maintenance, janitorial services, facility management and equipment upkeep, safety at work and fire protection, equipment and supplies procurement, and for providing cleaning and physical planning of the National Assembly.

Catering Section

The Catering Section provides catering services for the National Assembly’s protocol events, sessions, meetings and receptions, and its in-house restaurant.

Transport Section

The Transport Section is responsible for organising and providing transport services for official business and protocol needs and for the maintenance of the National Assembly motor pool.

Reception and Telephone Services Section

The Reception and Telephone Services Section is responsible for receiving, guiding, and keeping a record of visitors to the National Assembly, and for redirecting telephone calls.
Anita Knez (Head of Section)

Deputy Groups' Services

Deputy group services provide expert and administrative assistance to deputies. They examine current issues, draft laws, other acts and EU affairs, issue expert opinions and positions, prepare reports, conclusions, analyses, information, and other materials, provide expertise in relation to policymaking in individual areas and monitor the implementation thereof, assist deputies with the drafting and tabling of amendments, and provide clarifications on issues concerning the Rules of Procedure. Deputy group services are established anew in each parliamentary term.

Professional and administrative assistance to deputy groups

In addition to deputy groups’ services, each deputy group is provided additional expert assistance. A deputy group may use the funds for additional expert assistance for temporary recruitment of public employees or for performing contract work.
