Legislative function: adoption of amendments to the Constitution, laws and other legal acts
The National Assembly is the highest representative and legislative body in the country, which:
- adopts constitutional acts amending the Constitution of the Republic of Slovenia,
- adopts laws, authentic interpretations of laws and official consolidated texts of laws,
- adopts ordinances, resolutions, declarations, recommendations and decisions,
- adopts the Rules of Procedure of the National Assembly,
- adopts the state budget, the supplementary state budget, amendments to the state budget and the annual financial statement of the state budget,
- ratifies treaties,
- calls referendums: referendums on a constitutional amendment, legislative referendums, consultative referendums, referendums on the establishment of municipalities, referendums on international integrations,
- discusses EU affairs.
The competences of the National Assembly are defined in Chapter IV of the Constitution of the Republic of Slovenia.
The National Assembly adopts laws. Draft laws may be tabled by the Government, any deputy, at least five thousand voters and the National Council.
The National Assembly is the highest representative and legislative body in the Republic of Slovenia. Its basic task is to perform the legislative function under which deputies adopt the most important national legal acts. In addition, the National Assembly performs electoral and supervisory functions. The National Assembly is also the holder of other functions performed by modern democratic parliaments: it represents social interests, resolves conflicts of interest, adopts the Constitution of the Republic of Slovenia, adopts and controls the state budget, and is the creator and holder of legitimacy.
