Rules of Internal Order


Pursuant to Article 103 of the Rules of Procedure of the National Assembly (Official Gazette of the Republic of Slovenia Nos. 92/07 – official consolidated text, 105/10, 80/13 and 38/17) and indent six of paragraph three of Article 14 of the Ordinance on the Internal Organisation, Work Posts and Titles in National Assembly Services (Official Gazette of the Republic of Slovenia Nos. 50/04, 32/08 and 31/17), and in agreement with the Council of the President of the National Assembly (2nd meeting of 6 July 2018), I hereby issue the following

RULES OF INTERNAL ORDER 
AT THE NATIONAL ASSEMBLY OF THE REPUBLIC OF SLOVENIA

I. GENERAL PROVISIONS

 Article 1

These Rules specify the internal order and the rules of conduct on the premises of the National Assembly of the Republic of Slovenia (hereinafter: National Assembly).
 

Article 2

The premises of the National Assembly comprise the buildings on Šubičeva Street No. 4 and Tomšičeva Street No. 6 and the premises rented by the National Assembly.

Article 3


The following persons may enter the National Assembly without entry formalities:

a) deputies of the National Assembly and members of the National Council, the Secretary General of the National Assembly, and the Secretary of the National Council,
b) the staff of the National Assembly and of the National Council,
c) the President of the Republic of Slovenia,
č) the President of the Government of the Republic of Slovenia and the ministers,
d) the President of the Constitutional Court, the President of the Supreme Court, the President of the Court of Audit, the Ombudsman of Human Rights,
e) members of international delegations, Ambassadors, and the highest representatives of foreign countries,
f) leaders and secretaries general of parliamentary parties,
g) persons invited to formal sessions of the National Assembly.


Article 4


Entry to the National Assembly is allowed to persons invited to attend a session of the National Assembly or of the National Council of the Republic of Slovenia (hereinafter: National Council) or a meeting of their working bodies, persons invited by the deputies or by the members of the National Council, by the Secretary General of the National Assembly (hereinafter: Secretary General) or by the Secretary of the National Council, or by the staff of the National Assembly or of the National Council, as well as media representatives, outsourcers, and persons wishing to view the sessions. 

Article 5


Entry of authorised persons to the National Assembly for the purpose of conducting a house search must be notified to the President of the National Assembly, the Secretary General and the leader of a deputy group or a working body of the National Assembly, whose representatives may be present during the house search.  

Article 6


The premises of the National Assembly may only be entered in proper attire, suitable to the activities taking place at the National Assembly. A person not wearing proper attire is not allowed to enter. Entry is forbidden also to persons showing signs of intoxication with alcohol or other psychoactive substances. If visitors persist in their intent, a decision regarding their entry is taken by the Secretary General.
 

Article 7


1) Entrances to the National Assembly are the entrances on Šubičeva Street No. 4 – main entrance, Tomšičeva Street No. 5, Beethovnova Street No. 1, and entrances to the premises rented by the National Assembly.

2) The entrance on Šubičeva Street No. 4 is open 24 hours a day throughout the year.

3) The entrance on Tomšičeva Street No. 5 is normally open on working days from 6.30 a.m. to 6 p.m. Outside these hours, this entrance is open when the National Assembly is in session and remains open for half an hour after the end of the session, or when so decided by the Secretary General. This entrance is used for entry and exit by the staff of the National Assembly and of the National Council, and may also be used for entry and exit by other persons referred to in Article 3 of these Rules.

4) The entrance on Beethovnova Street No. 1 is normally closed. At this entrance, entry is allowed in the presence of an employee of the Police Security Unit (hereinafter: security officer) to official vehicles of the National Assembly, emergency vehicles, vehicles supplying the building or removing waste material, and TV stations' vehicles; entry to other persons and vehicles is subject to approval by the Secretary General.

Article 8


1) The identification, the establishment of eligibility and the purpose of entry to the National Assembly, as well as the reception and escort of visitors according to these Rules are provided by the Reception Desk staff and security officers, while the examination of persons and baggage is carried out by security officers.

2) Upon entry to the National Assembly, visitors present themselves with a personal ID at the Reception Desk of the National Assembly, where they are given the relevant identification badge.

3) The Reception Desk at the main entrance is open during regular working hours; when the National Assembly is in session, the Reception Desk remains open for half an hour after the end of the session. Outside working hours, reception services are provided by the Security Unit.

4) External and internal protection of the National Assembly is provided by the Security Unit.

5) The area surrounding the building and the interior of the National Assembly are under constant video surveillance. 

6) Offices and other rooms in the National Assembly building where confidential documents are kept must be locked in the absence of the staff working therein. Outside working hours, also other offices and rooms are normally locked. Outside working hours, keys are kept in a secure key cabinet.


Article 9


1) While on the premises of the National Assembly, the persons referred to under item b) of Article 3 of these Rules and security officers performing their duties in plain clothes must wear their identification badges visibly.

2)  Notwithstanding the provisions of the preceding paragraph, the staff employed at posts where wearing an identification badge could jeopardise occupational safety (e.g. restaurant, kitchen, printing service) may refrain from wearing the badge while performing tasks related to their work post.

3) The persons referred to in Article 4 of these Rules are issued an identification badge at the Reception Desk upon presentation of a personal ID; in accordance with these Rules, the badge must be worn while on the premises of the National Assembly and returned before leaving.

4) Government officials, heads of government offices and other services, and media representatives regularly reporting from the National Assembly are issued permanent identification badges. Upon entry to the National Assembly, the above persons must be entered in the register of visitors held at the Reception Desk.


Article 10


1) Identification badges are issued by the competent office of the National Assembly, with the exception of badges used by security officers.

2) Types and colours of identification badges:

- light grey badges with full name, picture and personal code are used by the staff of the National Assembly;
- light blue badges with full name, picture and personal code are used by the staff of the National Council;
- white and brown badges are used by government officials and heads of government offices and other services; these badges contain the holder's full name and function;
- yellow badges bearing the sign “PRESS” or “FOTO” are used by accredited media representatives with an annual accreditation; other media representatives wear yellow badges bearing the sign “DNEVNA AKREDITACIJA”;
- green badges bearing the sign “OBISKOVALEC” are used by the visitors of the National Assembly;
- light green badges bearing the sign “OBISKOVALEC” are used by the visitors of the National Council;
- green and white badges bearing the sign “VABLJENI NA SEJO” are used by persons invited to the sessions of the National Assembly and meetings of its working bodies;
- light green and white badges bearing the sign “VABLJENI NA SEJO” are used by persons invited to the sessions of the National Council and meetings of its working bodies;
- red badges bearing the sign “ZUNANJI IZVAJALEC” are used by outsourcers working at the National Assembly or at the National Council; red badges bearing the sign “ZUNANJI SODELAVEC” are used by persons temporarily employed at the National Assembly or at the National Council;
- white badges bearing a picture are used by security officers. The badges are issued by the competent Police service.


3) The validity of identification badges issued to eligible persons upon the assumption of office is limited to the duration of their office. Upon the termination of office, identification badges must be returned to the National Assembly. The control of validity is exercised by the Reception Desk and the National Assembly Security Adviser.

4) Identification badges of any other colour and identification badges that are no longer valid are recovered by security officers or by the National Assembly Security Adviser.

5) Movement around the National Assembly and rented premises is only possible with the relevant identification badge.


Article 11


1) The Reception Desk and the Security Unit must be informed of the notification of the calling of a session of the National Assembly or of the National Council or a meeting of their working bodies, as well as of consultations, meetings, and other events.


2) The convener of a session must inform the Security Unit in advance of a session partly or entirely closed to the public. The convener must ensure, together with the Security Unit, that only the persons invited to the session are present at such.


Article 12


1) The persons invited to attend a session must receive a written invitation which they present at the Reception Desk together with a personal ID.

2) If a person cannot be invited in writing and is invited orally, such fact must be notified to the Reception Desk by the hosts in advance.

3) If a person invited orally reports to the Reception Desk, the Reception Desk staff must verify such with the person whom the visitor intends to visit.


Article 13


If a person that has not been invited reports to the Reception Desk, the Reception Desk staff must check with the person the visitor wishes to visit whether they are available and wish to receive the visitor.


Article 14


1) The Reception Desk keeps record of visitors, including the visitor’s full name and address, the time of arrival, where they are headed or whom they wish to visit, and time of departure.

2) Visitors visiting deputies, members of the National Council, the Secretary General, the Secretary of the National Council and staff are escorted by the person whom the visitor is visiting, a person authorised by them, or – in exceptional circumstances – the Reception Desk staff. At departure, visitors must be escorted to the Reception Desk.

Article 15


1) It is not allowed to bring firearms and other weapons, munitions, explosives and other dangerous articles and devices to the premises of the National Assembly. Any weapons must be reported and handed over to the Security Unit upon entry; the latter issues a receipt and returns the weapons at exit.

2) Carrying weapons on the premises of the National Assembly is only allowed to the members of the Security Unit during the performance of their duties.

Article 16

1) Upon arrival to the National Assembly building, all persons referred to in Articles 4 and 27 of these Rules must pass through a detection portal and present their baggage for an ex-ray check, or they will be refused entry.

2) In the event of a deterioration of the security situation, the Secretary General may, upon prior consent by the Council of the President of the National Assembly, order that also the persons referred to in Article 3 of these Rules enter the same way.


3) Outside working hours, it is not allowed to enter the premises of the National Assembly or of the National Council, except for urgent tasks or group visits on Open Doors days. The entry must be reported to the Security Unit.


Article 17


The members of the Security Unit may require anyone to present their baggage for an ex-ray check.


Article 18


Visitors may not move around the building or enter the rooms without escort.


Article 19


1) All large and nonessential personal belongings (coats, umbrellas, etc.) are to be stored in the cloakroom and may not be left unattended on the premises of the National Assembly and on rented premises.

2) The cloakroom of the National Assembly is located in the lobby of the Small Hall on the ground floor of the building on Šubičeva Street.

3) Recording equipment (e.g. cameras, lights and other equipment) used by media representatives is to be stored in the Press Room.

4) It is not allowed to place any items on the floor or on the window shelves in corridors and stairways.


Article 20


Information regarding outsourced workers carrying out maintenance, improvement, and other works in the National Assembly building as well as the deadlines set for such works is to be obtained by the competent organisational unit and forwarded to the Reception Desk and Security Unit prior to the commencement of works.

 

Article 21


1) Visitors may view the sessions of the National Assembly from the balcony of the Great Hall, except for sessions that are closed to the public. If there is no room on the balcony and the session cannot be viewed otherwise within the building of the National Assembly, the Reception Desk staff must explain such fact to the visitors and refuse their entry.

2) Visitors viewing a session of the National Assembly must behave properly and in no way express their approval or disapproval, or otherwise disturb the work. Video or audio recording, eating and drinking, as well as the use of telephones are forbidden.

3) Visitors are escorted to the balcony by the Reception Desk staff.


Article 22


1) Media representatives view the sessions of the National Assembly in rooms designated for such purpose by the Head of the Public Relations Office in agreement with the Secretary General.

2) Photo reporters and cameramen and their technical assistants may be present in the National Assembly hall only as long as it is necessary for their work, in the area specified for such purpose.


Article 23


1) During a session of the National Assembly, entry into the Great Hall is only allowed to deputies, the persons invited to the session, the Secretary General, the head and other staff of the Legislative and Legal Service, secretaries of deputy groups, and those employees who must be present in the hall to ensure a smooth running of the session.

2) If it is established that there are persons in the hall who are not entitled to be present, the chairperson asks them to leave. If they fail to do so, the chairperson informs the Security Unit requiring that such persons be removed from the hall.
 

In order to ensure security and smooth running of the National Assembly, visitors need to observe the Rules of Internal Order, specifying who has the right to enter and in what way they may enter the National Assembly, prescribing security measures together with the rules regarding visitor identification and security checks, laying down the rules for viewing the sessions of the National Assembly and for individual or group tours of the building, and regulating other issues such as: the use of services of the Documentation and Library Section, the restaurant, and other premises of the National Assembly and its dislocated units.
