Constitution

Slovenia became a sovereign state on 25 June 1991, when the Assembly of the Republic of Slovenia adopted the Basic Constitutional Charter on the Sovereignty and Independence of the Republic of Slovenia. On 23 December 1991, the Assembly also adopted the Constitution of the Republic of Slovenia, which, as the supreme legal act of the new state, laid the foundations of state power and of the position of individuals in the Republic of Slovenia. Individual provisions of the Constitution were hitherto amended by seven constitutional acts.
The Slovenian constitutional system is also based on the Constitutional Act Implementing the Basic Constitutional Charter on the Sovereignty and Independence of the Republic of Slovenia, and the Constitutional Act Implementing the Constitution of the Republic of Slovenia.
The procedure for amending the Constitution is very complex. Any amendment must be supported by at least two thirds of all deputies of the National Assembly. If so required by at least 30 deputies, the adopted constitutional amendments must also be submitted for final approval to the voters in a referendum.

 

 

The translation of the Unofficial Consolidated Text of the Constitution of the Republic of Slovenia was prepared in 2001 at the request of the Secretary General of the National Assembly of the Republic of Slovenia by a group of legal experts and translators: Dr. Miro Cerar (Head of Group) (Faculty of Law of the University of Ljubljana; Legal Adviser to the National Assembly of the Republic of Slovenia), Dr. Franc Grad (Faculty of Law of the University of Ljubljana), Dr. Arne Mavčič (Constitutional Court of the Republic of Slovenia), Dean DeVos (Translator and Language Editor), Lidija Šega (Translator and Court Interpreter), Nina Barlič (Translator, National Assembly of the Republic of Slovenia), Borut Šinkovec (Government Office for Legislation), Roger Metcalfe (Translator and Language Editor).

In addition to the first six listed above, the following participated in the official translation of constitutional amendments in 2003: Dr. Aleš Novak (Faculty of Law of the University of Ljubljana), Dr. Marko Novak (Constitutional Court of the Republic of Slovenia), Sebastian Nerad, LL.M. (Faculty of Law of the University of Ljubljana).

The official translation of the amendments to the Constitution of the Republic of Slovenia adopted since 2007 was prepared by Dr. Miro Cerar, Dr. Aleš Novak, Dean DeVos, and Nina Barlič.
