Commission for the Rules of Procedure


The Commission for the Rules of Procedure discusses:
- the draft Rules of Procedure of the National Assembly and the draft Rules of Procedure on Parliamentary Inquiry and the amendments thereof;
- monitors the implementation of the Rules of Procedure of the National Assembly and the Rules of Procedure on Parliamentary Inquiry;

The Commission for the National Communities:

Commission for Petitions, Human Rights and Equal Opportunities


The Commission for Petitions, Human Rights, and Equal Opportunities:
- discusses complaints and motions of citizens regarding specific problems in the implementation of laws and other legal acts,
- discusses complaints relating to individual cases, and acts as a facilitator in procedures involving other institutions,
- examines requests, complaints, and other initiatives of general interest addressed by citizens to the National Assembly and other state bodies, and establishes the reasons for such,
- informs the competent bodies of the National Assembly of facts arising from the application of laws and advises them on further actions in order to ensure respect for the rights, duties, and legal interests of the citizens,
- monitors and studies issues pertaining to ensuring human rights and fundamental freedoms, and makes initiatives and recommendations to state bodies and legal entities,
- monitors and studies issues pertaining to the implementation of policies regarding equal opportunities and equal rights for men and women in all areas of society and work,
- monitors the realisation of the international obligations of the Republic of Slovenia which pertain to human rights,
- discusses the regular annual reports and special reports of the Ombudsman for Human Rights and the reports of other institutions that report to the National Assembly in relation to the implementation and exercise of human rights and fundamental freedoms,

Commission for the Supervision of Intelligence and Security Services


The Commission for the Supervision of Intelligence and Security Services:
- supervises the activities of the intelligence and security service within the Government and of the intelligence and security service within the ministry responsible for defence, and the compliance of such activities with the national security policy of the Republic of Slovenia and Government guidelines;
- supervises the application of legally provided special forms, methods, and measures for data gathering used by the intelligence and security services referred to in the preceding indent and by the security services within the ministry responsible for the interior; and
- reports to the National Assembly once a year on such supervision, and proposes necessary measures.

The Committee on Local Self-Government and Regional Development:

Commission for Public Finance Control


The Commission for Public Finance Control:
- controls the implementation of the state budget and the financial plans of the Pension and Disability Insurance Institute of Slovenia, the Health Insurance Institute of Slovenia, and the public institute Radiotelevizija Slovenija in terms of legality, purpose and efficiency of spending, and the accuracy of their financial statements on the basis of Court of Audit reports;
- monitors the implementation of the budgets of local communities which receive financial resources to balance their accounts, and controls the intended use of resources allocated from the state budget;
- controls the implementation of financial plans and the accuracy of the financial statements of public funds, public enterprises, and public institutes founded by the Republic of Slovenia; and
- reports to the National Assembly on the control performed and proposes necessary measures.

Committee on Foreign Policy


The Committee on Foreign Policy discusses draft laws, other acts, and issues relating to:
- foreign affairs,
- consular protection,
- international law and treaties, and
- other related issues dealt with by the competent ministry.

Moreover, the Committee:
- discusses issues pertaining to bilateral and multilateral parliamentary cooperation,

- discusses EU affairs pertaining to foreign and security policy and the related external actions of the EU, including EU enlargement, as well as affairs pertaining to external relations, which are placed on the agenda of the EU General Affairs and External Relations Council (GAERC),
- discusses draft laws ratifying the amendments to the treaties on which the EU is founded, including the accession treaties of future Member States, as well as draft laws ratifying the treaties concluded by Slovenia with other EU Member States and the European Community or the Euratom,
- discusses draft declarations on orientations with regard to the activities of the Republic of Slovenia within EU institutions,
- cooperates with the relevant EU institutions and other bodies, and
- cooperates with the relevant working bodies responsible for individual EU affairs in the National Assembly.

Commission for Relations with Slovenes in Neighbouring and Other Countries


The Commission for Relations with Slovenes in Neighbouring and Other Countries:
- monitors the state of affairs of Slovenes living in neighbouring and other countries;
- monitors the cooperation of civil society organisations with Slovenes in neighbouring and other countries;
- co-formulates the policy of the Republic of Slovenia in fields related to Slovenes living in neighbouring and other countries;
- as appropriate, includes issues related to Slovenes in neighbouring countries and other countries in legislation where necessary;
- promotes the interests of the Slovenes in neighbouring and other countries in drafting and adopting the national budgets of the Republic of Slovenia;
- co-formulates and proposes programmes of national interest pertaining to concern for Slovenes in neighbouring and other countries;
- formulates positions on individual issues pertaining to this field,
- informs the National Assembly of general and specific issues encountered by Slovenes in neighbouring and other countries;
- promotes the elimination of problems encountered by Slovenes in neighbouring and other countries, with due consideration of their opinions and proposals; and

Council of the President of the National Assembly


Council of the President of the National Assembly is the consultative body of the President. In cases, provided by the Rules of Procedure of the National Assembly, the Council is also competent for adopting decisions. The Council decides on:
- proposals to adopt a draft law by the urgent procedure, unless the President of the Government links a vote of confidence to the adoption of the law;
- proposals to discuss a draft law by the shortened procedure;
- proposals to hold a preliminary discussion on a law;
- the duration of sessions of the National Assembly and the time allocated for the discussion of individual items on the agenda, as well as on the allocation of speaking time to deputies or deputy groups and other participants,
- the number of seats in working bodies to be filled by individual deputy groups, and which deputy group is entitled to name the chairman or deputy chairman of an individual working body;
- the composition of National Assembly delegations to international parliamentary institutions, international organisations, and international bodies;
- the time limit by which the National Council may deliver its opinion on issues discussed at extraordinary sessions of the National Assembly, on items placed on the extended agenda of a session of the National Assembly, and on draft laws proposed by the urgent procedure; and
- other issues where so provided by the Rules of Procedure.

Committee on EU Affairs


In accordance with the Act on Cooperation between the National Assembly and the Government regarding EU Affairs and the Rules of Procedure of the National Assembly, the Committee on EU Affairs:
- discusses EU affairs, except those relating to foreign and security policy, as well as draft amendments to the treaties on which the EU is founded, and draft treaties on the accession of candidate countries to the EU, including the negotiating positions;
- discusses the conclusion of treaties that are in the exclusive competence of the European Community or Euratom, as well as of treaties concluded by the Republic of Slovenia with other EU Member States and the European Community or Euratom;
- discusses draft declarations on the orientations regarding the activities of the Republic of Slovenia within EU institutions;
- discusses issues placed on the agenda of EU institutions and bodies, except those relating to the common foreign and security policy and the reports on the activities of the representatives of the Republic of Slovenia;
- cooperates with EU institutions and bodies as well as with the EU affairs committees of other national parliaments;
- cooperates with National Assembly working bodies in relation to EU affairs which pertain to their scope of work; and
- maintains a register of the EU affairs discussed.

The Commission for Public Office and Elections:
- performs tasks related to the confirmation of the election of deputies;
- discusses issues related to the immunity of deputies, Constitutional Court judges, judges, and the Ombudsman and Deputy Ombudsmen for human rights;
- informs the National Assembly of cases which result in the termination of a deputy’s term of office;
- discusses draft laws and other acts regulating the status and rights of deputies and the Secretary General;
- discusses issues within the competence of the National Assembly regarding elections, appointments, and dismissals where so provided by law, the Rules of Procedure of the National Assembly, or other acts of the National Assembly;

Commission of Inquiry for determining the political responsibility of holders of public office responsible for preparing and performing the counting of “The Erased” in 2003 and 2009 with regard to the allegation that the officially published results were modified to accommodate the political needs of certain holders of public office; for determining the political responsibility for the inadequate implementation of paragraph 8 of Constitutional Court Decision No. U-I-246/02-28 (ZIOdlUS246/02) (Official Gazette of the Republic of Slovenia No. 135/03) in the period from the beginning of 2003 to October 2004 and in the period after 22 November 2008, the consequences of which include the creation of evident inequality before the law and jeopardising the public finance system; for investigating the alleged clientelism or corrupt conduct of certain state officials; and for investigating the alleged abuse of the Ministry of the Interior of the Republic of Slovenia for political purposes in the period from the beginning of 2003 to October 2004 and in the period after 22 November 2008

Commission of Inquiry for determining the political responsibility of holders of public office with regard to the allegation that they have been involved in financing contentious management buyouts of the companies Istrabenz, holdinška družba, d.d. and Pivovarna Laško d.d. by mainly state-owned banks or credit institutions (credit institutions within NLB Group and NKBM d.d.), namely by abusing their political power to grant loans to members of the management bodies of the above companies and related legal and natural persons (so-called "shell" companies, financial holdings, etc.) for the purchase of a majority or predominant share of the company they have managed or still manage; and to determine the political responsibility of holders of public office with regard to the allegedly deficient or inadequate legislation on acquisitions facilitating the above contentious management buyouts

Commission of Inquiry for determining the political responsibility of holders of public office involved in the preparation and implementation of construction investments of public interest in the field of motorways and public infrastructure facilities construction financed from state budget funds, with regard to the allegation that the procedures and transactions were politically arranged and conducted in a non-transparent and non-economical manner, and with regard to the alleged occurrence of clientelism, corruption and interconnections among various operators involved in the preparation, public procurement and implementation of construction transactions and procedures of ownership transformation and management buyouts of construction companies, and in such regard for determining the alleged political responsibility of holders of public office and their role therein


Namen parlamentarne preiskave je ugotoviti ali so bili projekti izvedeni pregledno in s skrbnostjo dobrega gospodarja; ugotoviti ali so bili razpisi in podpisane pogodbe izvedene skladno s predpisi in usmeritvami, ki jih je sprejel Državni zbor; ugotoviti in razjasniti pogoje in postopke oddaje javnih naročil, izbora ponudb, pogajanj ter vsebino ponudb; ugotoviti ali se je pri izvedbi projektov spoštovala vsa v Državnem zboru sprejeta zakonodaja; ugotoviti ali so bili proračunski viri za trošenje sredstev črpani racionalno, namensko in ali so bili črpani skladno s predpisi;. ugotoviti ali so nosilci javnih funkcij ravnali z vso dolžno skrbjo v postopkih urbanističnega, prostorskega in okoljskega dela izvedbe investicij; ugotoviti, ovreči ali dokazati sum, da je pri postopkih urbanističnega, prostorskega in okoljskega dela izvedbe investicij prihajalo do zlorab s strani nosilcev javnih funkcij in s tem do neupravičenih koristi in korupcije; ugotoviti ali so bila dodatna dela, ki so zviševala osnovne investicijske vrednosti investicij realna ali pa so bila posledica že vnaprej dogovorjenega postopka oddaje del z nizkimi ponudbenimi vrednostmi, ki so favorizirale določene ponudnike ter ugotoviti vpletenost nosilcev javnih funkcij pri teh postopkih; ugotoviti stopnjo vpletenosti posameznih nosilcev javnih funkcij z njihovim političnim vplivom na izbor, na pogajanja in na podpis pogodb; ugotoviti stopnjo politične odgovornosti posameznih nosilcev javnih funkcij pri izvedbi posameznih projektov; ugotoviti, dokazati ali ovreči sum oškodovanja države pri posameznih projektih; ugotoviti, dokazati ali ovreči sum o povezavah posameznikov v verigi naročnik - projektant - izvajalec - nadzor z nosilci javnih funkcij, kar naj bi jim omogočilo neupravičene koristi in oškodovanje države;ugotoviti, dokazati ali ovreči sum, da je pri tovrstnih povezavah prihajalo do izsiljevanja in političnih navodil med posamezniki v tej verigi; ugotoviti odgovornost nosilcev javnih funkcij pri pripravi razpisov javnih naročil in njihove povezave in predhodne dogovore s ponudniki; ugotoviti, dokazati ali ovreči sum, da je pri dogovarjanjih med nosilci javnih funkcij v postopkih priprave javnih naročil in potencialnimi ponudniki prihajalo do podkupovanja in ostalih koruptivnih dejanj, ki so prispevala k neupravičeni pridobitvi posla in oškodovanja države; ugotoviti ali je pri oddajanju javnih naročil s strani nosilcev javnih funkcij prihajalo do favoriziranja posameznih ponudnikov, kar je onemogočilo konkurenco; ugotoviti ali so pri oddajanju javnih naročil s področja velikih gradbenih investicij obstajali vezani posli med ponudniki, ki so bili politično dogovorjeni; ugotoviti ali je šlo pri izbiranju izvajalcev avtocestnega programa s strani Darsa za sistematično prilagajanje razpisnih pogojev na način, da je bilo možno sklepati pogodbe z vedno istimi podjetji;preveriti sum obstoja interesnih skupin in njihovih povezav z nosilci javnih funkcij in njihovega koruptivnega vpliva na organe vodenja in nadzora Darsa pri izbiri izvajalcev gradbenih del za dosego neupravičenih koristi; preveriti vse postopke, od načrtovanja in umeščanja tras v prostor do sprememb projektov pred in med gradnjo, še zlasti tistih, kjer je končna cena projekta močno odstopala od prvotne z namenom da se ugotovi ali je šlo za morebitne zlorabe položaja, za koruptivna dejanja in nenamensko trošenje davkoplačevalskega denarja za dosego zasebnih koristi podjetij in posameznikov; preveriti sum o posredni ali neposredni povezavi med gradbenimi podjetji in njihovimi zakonitimi zastopniki ter nosilci javnih funkcij med postopki lastninskih preoblikovanj in managerskimi odkupi gradbenih podjetij, predvsem SCT, ki je na avtocestnih projektih v Republiki Sloveniji od leta 1996 dalje opravilo največ del.


Preiskava naj zajema zlasti naslednje projekte velikih gradbenih investicij javnega pomena in postopke lastninskih preoblikovanj in managerskih odkupov gradbenih podjetij, ki so sodelovali pri avtocestnih projektih v Republiki Sloveniji od leta 1996 dalje:
avtocestne projekte v Republiki Sloveniji od leta 1996 dalje;prenovo vozišča v trojanskih avtocestnih predorih; projektov gospodarske javne infrastrukture, financiranih s sredstvi iz državnega proračuna od leta 1996 dalje; postopke lastninskih preoblikovanj in managerskih odkupov gradbenih podjetij, ki so sodelovala pri avtocestnih projektih v Republiki Sloveniji od leta 1996 dalje.

Commission of Inquiry for determining the political responsibility with regard to alleged clientelism and corruptive conduct by the Minister of Higher Education, Science and Technology Gregor Golobič in obtaining considerable public grants and deals on public procurement for the companies of the Ultra group (Urbana city card, system for tracking and monitoring the buses of the public company Ljubljanski potniški promet d.o.o., fictive security services for the company Mercator d.,d., computerisation of students' meals supposedly provided by the company Margento R&D d.o.o., etc.) co-owned by Gregor Golobič, and in transferring electronic communications from the Ministry of Economy to the Ministry of Higher Education, Science and Technology; for determining the political responsibility with regard to the allegation that the Minister of Higher Education, Science and Technology Gregor Golobič evaded taxes, unduly obtained the status of farmer to purchase agricultural land, and failed to fully report his material standing and the origin thereof to the competent authorities; for determining the political responsibility of the Minister of Higher Education, Science and Technology Gregor Golobič with regard to alleged avoidance of taxes in the Republic of Slovenia, parallel with his active involvement in increasing the tax burdens of the citizens of the Republic of Slovenia; and for determining the political responsibility with regard to alleged clientelism and corruptive conduct by the Minister of Higher Education, Science and Technology Gregor Golobič to obtain poorly-insured loans granted by the mainly state-owned NLB d.d. bank for the companies of the Ultra group


Namen parlamentarne preiskave je ugotoviti politično odgovornosti in razjasniti dejansko premoženjsko stanje ministra za visoko šolstvo, znanost in tehnologijo Gregorja Golobiča, predvsem pa izvor tega premoženja zaradi obstoja suma, da Gregor Golobič Komisiji za preprečevanje korupcije ni prijavil vsega premoženja, saj naj bi bil poleg navidezne gospodarske družbe oziroma poštnega predala družbe Ultra Sum iz Amsterdama (preko katere je solastnik gospodarskih družb v skupini Ultra) (so)lastnik še dveh dodatnih poštnih predalov na Nizozemskem, poštnega predala v davčni oazi Singapur in drugega stvarnega ter finančnega premoženja; ugotoviti politično odgovornost in razjasniti, ali je minister za visoko šolstvo, znanost in tehnologijo Gregor Golobič ravnal klientelistično in koruptivno, ko so gospodarske družbe iz skupine Ultra pridobile zelo visoke zneske nepovratnih državnih pomoči od Ministrstva za gospodarstvo in celo od Ministrstva za šolstvo, ter, da se je preneslo področje elektronskih komunikacij (področje poslovnega interesa oz. delovanja gospodarskih družb iz skupine Ultra) iz Ministrstva za gospodarstvo na Ministrstvo za visoko šolstvo, znanost in tehnologijo, ki ga vodi Gregor Golobič; ugotoviti politično odgovornosto ter razjasniti, ali je minister za visoko šolstvo, znanost in tehnologijo Gregor Golobič ravnal klientelistično ter koruptivno pri pridobitvi poslov gospodarskih družb v skupini Ultra z državnimi in javnimi podjetji ter z lokalnimi skupnostmi in z državo (projekt mestne kartice Urbana, sistem za sledenje in nadzor avtobusov javnega podjetja Ljubljanski potniški promet d.o.o., fiktivni posel varovanja gospodarske družbe Mercator d.d., elektronizacija študentske prehrane, ki naj bi jo izvedla gospodarska družba Margento R&D d.o.o. itd); ugotoviti politično odgovornost ter razjasniti ali se je minister za visoko šolstvo, znanost in tehnologijo Gregor Golobič z domnevno ustanovitvijo tujih navideznih gospodarskih družb oziroma poštnih nabiralnikov v tujini in transakcijami med njimi in gospodarskimi družbami skupine Ultra oziroma skupine Hram Holding v Sloveniji, izognil plačevanju davkov Republiki Sloveniji; ugotoviti politično odgovornost ter razjasniti, na kakšen način je minister za visoko šolstvo, znanost in tehnologijo Gregor Golobič prišel do deleža v gospodarskih družbah skupine Ultra (ali kot darilo ali kot nakup ali na kakšen drug način), in ali ni pri tem prišlo do utaje davkov. Razjasniti je treba njegovo politično odgovornost tudi pri tem, da kot nosilec javne funkcije sodeluje pri zviševanju davčnih bremen svojim državljanom, sam pa naj bi se z ustanavljanjem navideznih gospodarskih družb oziroma poštnih nabiralnikov v tujini in podobnimi mahinacijami, plačevanju davkov Republiki Sloveniji izogibal. Zaradi ugotovitve politične odgovornosti razjasniti tudi, kako in na kakšen način je minister za visoko šolstvo, znanost in tehnologijo Gregor Golobič pridobil status kmeta, da je leta 1999 lahko kupil kmetijsko posest, katere nakup je takrat veljavni Zakon o kmetijskih zemljiščih dovoljeval le kmetom;ugotoviti politično odgovornost ter razjasniti, ali je minister za visoko šolstvo, znanost in tehnologijo Gregor Golobič izkoristil svoj politični položaj oziroma ravnal koruptivno, ko so bila gospodarskim družbam v skupini Ultra, katerih solastnik je, dodeljena nezavarovana oziroma neustrezno zavarovana posojila, ki jih je odobrila NLB d.d., ki je banka v večinski državni lasti.

Preiskava naj zajema sum klientelizma, koruptivnega ravnanja, prikrivanja dejanskega premoženjskega stanja in izvora tega premoženja, pridobivanja protipravne premoženjske koristi in drugih ugodnosti ter izogibanja davkom (tudi nezakonitega), ministra za visoko šolstvo, znanost in tehnologijo ter predsednika politične stranke Zares Gregorja Golobiča. Preiskava naj zajame tudi sum klientelizma in koruptivnega ravnanja Gregorja Golobiča za pridobitev slabo zavarovanih posojil, ki so bila odobrena s strani NLB d.d., ki je v večinski državni lasti, za podjetja v skupini Ultra. Preiskava naj se osredotoči na obdobje od leta 1996 dalje, ko naj bi bil nekdanji vodilni član stranke LDS Borut Razdevšek postavljen za vodjo dobičkonosnega projekta GSM v Mobitelu in naj bi se vsa dela pri postavljanju GSM omrežja prenesla na Ultro d.o.o., Cesta Otona Zupančiča 23a, Zagorje, katere lastniki naj bi bili člani in simpatizerji LDS (sedaj večinoma stranke Zares). Eden od solastnikov pa naj bi bil tudi predsednik stranke Zares in minister v vladi Boruta Pahorja Gregor Golobič, ki naj bi solastništvo javnosti priznal šele po tem, ko ga je ta ujela na laži.

Commission of Inquiry for determining the political responsibility of holders of public office involved in the preparation and implementation of investments and in leasing, rental or other comparable transactions financed either from the state budget or from the budget of the Municipality of Ljubljana with regard to housing construction projects and the purchase of housing and associated garages or areas in the Municipality of Ljubljana, the projects for renovation and extension of the premises of the University of Primorska, the housing construction projects of the Housing Fund of the Republic of Slovenia, the projects of the facilities of state interest, public facilities projects, the projects of construction investments of public interest financed either from the state budget or from the budget of the Municipality of Ljubljana, and the projects of construction investments of public interest in the area of "civil engineering in public health care facilities" (University Children's Hospital, Oncology Institute, etc.), with regard to the allegation that the procedures and transactions were politically arranged and conducted in a non-transparent and non-economical manner and with regard to the alleged occurrence of clientelism, corruption and interconnections among various operators involved in the preparation, public procurement and implementation of construction transactions, and in such regard for determining the alleged political responsibility of holders of public office and their role therein


Namen parlamentarne preiskave je ugotoviti ter razjasniti, ali so bili projekti in posli izvedeni pregledno in s skrbnostjo dobrega gospodarja; ugotoviti ter razjasniti, ali je prišlo pri javnih razpisih in podpisanih pogodbah do nepravilnosti, zaradi česar niso bile izvedene v skladu s predpisi in usmeritvami, ki jih je sprejel Državni zbor, zaradi česar obstaja sum, da je prišlo do zlorab položaja in koruptivnosti;ugotoviti ter razjasniti, ali je pri pogojih in postopkih oddaje javnih naročil, izbora ponudb, pogajanj ter vsebino ponudb prišlo do nepravilnosti, morebitnih zlorab položaja ter koruptivnosti;ugotoviti ter razjasniti, ali so bili realizirani nakupi nepremičnin izvedeni racionalno, gospodarno in zakonito;ugotoviti ter razjasniti, ali je pri izvedbi investicij, pri kupoprodajnih, leasing, najemnih ali drugih primerljivih poslih prihajalo do delovanja povezanih oseb in pridobitve protipravnih premoženjskih koristi nosilcev javnih funkcij ali z njimi sorodstveno, politično, poslovno ali kako drugače povezanih oseb; ugotoviti, ali se je pri izvedbi projektov in poslov spoštovala vsa v Državnem zboru sprejeta zakonodaja;ugotoviti, ali so bila sredstva iz državnega proračuna ali proračuna Mestne občine Ljubljana v okviru projektov stanovanjske gradnje in nakupov stanovanjskih objektov s pripadajočimi garažnimi objekti ali površinami v Mestni občini Ljubljana, projektov objektov državnega pomena, projektov obnove in dograditve prostorov Univerze na Primorskem, projektov stanovanjske gradnje Stanovanjskega sklada Republike Slovenije, projektov objektov v javni rabi, financiranih s sredstvi iz državnega proračuna ali proračuna Mestne občine Ljubljana, projektov gradbenih investicij javnega pomena, financiranih s sredstvi iz državnega proračuna ali proračuna Mestne občine Ljubljana, ter projektov gradbenih investicij javnega pomena na področju t.i. visokih gradenj v javne zdravstvene objekte, črpana in uporabljena racionalno, namensko in skladno s predpisi;ugotoviti, dokazati ali ovreči sum, da je pri dogovarjanjih med nosilci javnih funkcij v postopkih priprave javnih naročil in potencialnimi ponudniki prihajalo do zlorab položaja, podkupovanja ter ostalih koruptivnih ravnanj, ki so prispevala k neupravičeni pridobitvi posla ter oškodovanja državnega proračuna ali proračuna Mestne občine Ljubljana v okviru projektov stanovanjske gradnje in nakupov stanovanjskih objektov s pripadajočimi garažnimi objekti ali površinami v Mestni občini Ljubljana, projektov objektov državnega pomena, projektov obnove in dograditve prostorov Univerze na Primorskem, projektov stanovanjske gradnje Stanovanjskega sklada Republike Slovenije, projektov objektov v javni rabi, financiranih s sredstvi iz državnega proračuna ali proračuna Mestne občine Ljubljana, projektov gradbenih investicij javnega pomena, financiranih s sredstvi iz državnega proračuna ali proračuna Mestne občine Ljubljana, ter projektov gradbenih investicij javnega pomena na področju t.i. visokih gradenj v javne zdravstvene objekte; ugotoviti, ali so pri oddajanju javnih naročil s področja gradbenih investicij s področja t.i. visokih gradenj, kupoprodajnih, leasing, najemnih ali drugih primerljivih poslih obstajali vezani posli med ponudniki, ki so bili politično dogovorjeni;ugotoviti, ali so nosilci javnih funkcij ravnali z vso dolžno skrbnostjo v postopkih urbanističnega, prostorskega in okoljskega dela izvedbe investicij ter kuprodajnih, leasing, najemnih ali drugih primerljivih poslih;ugotoviti, ovreči ali dokazati sum, da je pri postopkih urbanističnega, prostorskega in okoljskega dela izvedbe investicij ter kupoprodajnih, leasing, najemnih ali drugih primerljivih poslih prihajalo do morebitnih zlorab s strani nosilcev javnih funkcij in s tem do pridobitve protipravnih premoženjskih koristi in korupcije; ugotoviti, ali so bila dodatna dela in doplačila ter obračuni bonusov in malusov, ki so zviševali oziroma spreminjali osnovne vrednosti investicij realni, ali pa so bili posledica že vnaprej dogovorjenega postopka oddaje del z nizkimi oziroma dogovorjenimi ponudbenimi vrednostmi, ki so favorizirale določene ponudnike, ter ugotoviti, ali je pri teh poslih prihajalo do morebitnih zlorab položaja in korupcije;ugotoviti stopnjo vpletenosti posameznih nosilcev javnih funkcij in njihovo posredno ali neposredno povezavo ter morebitno zlorabo položaja pri izboru, pogajanjih in podpisih pogodb;ugotoviti politično odgovornost ter morebitno zlorabo položaja posameznih nosilcev javnih funkcij pri izvedbi posameznih projektov ter kupoprodajnih, leasing, najemnih in drugih primerljivih poslov;ugotoviti, dokazati ali ovreči sum, da je pri posameznih projektih in poslih prišlo do oškodovanja državnega proračuna ali proračuna Mestne občine Ljubljana v okviru projektov stanovanjske gradnje in nakupov stanovanjskih objektov s pripadajočimi garažnimi objekti ali površinami v Mestni občini Ljubljana, projektov objektov državnega pomena, projektov obnove in dograditve prostorov Univerze na Primorskem, projektov stanovanjske gradnje Stanovanjskega sklada Republike Slovenije, projektov objektov v javni rabi, financiranih s sredstvi iz državnega proračuna ali proračuna Mestne občine Ljubljana, projektov gradbenih investicij javnega pomena, financiranih s sredstvi iz državnega proračuna ali proračuna Mestne občine Ljubljana, in projektov gradbenih investicij javnega pomena na področju t.i. visokih gradenj v javne zdravstvene objekte; ugotoviti, dokazati ali ovreči sum o posrednih ali neposrednih povezavah posameznikov v verigi naročnik - projektant - izvajalec/podizvajalci - nadzornik - kupec/prodajalec/najemnik z nosilci javnih funkcij, kar naj bi jim omogočilo pridobitev neupravičene koristi in oškodovanja države;ugotoviti, dokazati ali ovreči sum, da je pri tovrstnih povezavah prihajalo do izsiljevanja ali političnih navodil in pritiskov pri izvedbi poslov;ugotoviti Odgovornost in vpletenost nosilcev javnih funkcij pri pripravi razpisov javnih naročil in njihovo vpletenost pri morebitnih povezavah ali predhodnih dogovorih s ponudniki;ugotoviti, ali je pri oddajanju javnih naročil s strani nosilcev javnih funkcij prihajalo do favoriziranja posameznih ponudnikov, kar je onemogočilo konkurenco; ugotoviti politično odgovornost posameznih nosilcev javnih funkcij zaradi domnevne opustitve dolžnega ravnanja, uvedbe ustreznih postopkov v primerih sumov kaznivih dejanj oziroma koruptivnih ravnanj nosilcev javnih funkcij, v skladu z veljavno zakonodajo.

Preiskava naj zajema zlasti naslednje projekte velikih gradbenih investicij javnega pomena:projekte stanovanjske gradnje, leasing, najemnih ali drugih primerljivih poslov in nakupov stanovanjskih objektov ter pripadajočih garažnih objektov ali površin v Mestni občini Ljubljana;projekt obnove in dograditve prostorov Univerze na Primorskem; projekt stanovanjske gradnje Stanovanjskega sklada Republike Slovenije;projekt Pediatrične klinike;projekt Onkološkega inštituta;projekte gradbenih investicij s področja t.i. visokih gradenj, projektov objektov državnega pomena ter projektov objektov v javni rabi, financiranih s sredstvi iz državnega proračuna ali proračuna Mestne občine Ljubljana, od leta 1992 dalje.

Commission of Inquiry for determining and assessing the actual state of affairs in relation to the establishment of the publishers, publishing and financing of the free weeklies Slovenski tednik and Ekspres, with regard to the allegation that they were published with the purpose of influencing the election of deputies to the National Assembly in 2008, namely to the benefit of political parties of the then governing coalition, and with regard to the allegation that it involved covert (pre)election campaign or financing of political parties


Namen parlamentarne preiskave jepojasniti in razjasniti vsa dejstva in okoliščine ter ocenitev dejanskega stanja ustanovitve izdajateljev, izdajanja in financiranja brezplačnikov;ugotoviti čigavi in kakšni interesi so pripeljali do tega, da sta bila brezplačnika izdana in ugotoviti stopnjo morebitne vpletenosti posameznih nosilcev javnih funkcij v ustanovitev izdajateljev, izdajanje in financiranje brezplačnikov in oceniti njihov politični vpliv;ugotoviti povezave med posameznimi nosilci javnih funkcij in osebami, ki so bile poleg izdajateljev vpleteni v ustanovitev izdajateljev, izdajanje in financiranje brezplačnikov; ugotoviti, ali obstajajo politični razlogi, zaradi katerih naj bi predstavniki Republike Slovenije kot lastnika v nadzornih organih gospodarskih družb v neposredni ali posredni pretežni državni lasti, ki so ali pa še vedno delujejo v nadzornih organih, dopustili sodelovanje z izdajateljema brezplačnikov oziroma naj ne bi ukrepali skladno s svojimi pooblastili, saj obstaja sum, da izdajatelja brezplačnikov nista premogla zadostnih sredstev za izdajanje obeh brezplačnikov;ugotoviti, ali so na organe gospodarskih družb v neposredni ali posredni pretežni državni lasti, ki so sodelovali z izdajateljema brezplačnikov, vplivali posamezni nosilci javnih funkcij oziroma ali so za odobravanje sodelovanja zlorabili svoj politični vpliv;ugotoviti ali in zakaj naj bi posamezni nosilci javnih funkcij dopustili domnevno kršitev določil veljavne zakonodaje s področja medijev, volilne kampanje in političnih strank oziroma domnevno opustitev dolžnih ravnanj, saj obstaja sum, da sta bila brezplačnika izdana z namenom vplivati na volitve poslancev v Državni zbor leta 2008, in sicer v korist političnih strank takratne vladajoče koalicije oziroma obstaja sum, da gre za njihovo prikrito (pred)volilno kampanjo oziroma financiranje političnih strank.


Parlamentarna preiskava naj se osredotoči na časovno obdobje od ustanovitve izdajateljev obeh brezplačnikov, gospodarskih družb Zame-tek d.o.o. in Progresija d.o.o. in prve izdaje brezplačnikov Slovenski tednik in Ekspres, pa do prenehanja izdajanja oziroma dne, ko sta bili gospodarski družbi oziroma izdajatelja obeh brezplačnikov izbrisana iz sodnega registra. Preiskava naj zajame ustanovitev izdajateljev obeh brezplačnikov, gospodarskih družb Zame-tek in Progresija, izdajo brezplačnikov ter sodelovanje gospodarskih družb v neposredni ali posredni pretežni državni lasti z izdajateljema in (ne)ravnanje pristojnih državnih organov glede ustanovitve in izdajanja obeh brezplačnikov za uveljavljanje veljavne medijske in volilne ter zakonodaje o političnih strankah.
